DEZVĂLUIRI EXPLOZIVE: Cum a scăpat Mugur Isărescu de un dosar DNA / DOCUMENT
Șeful Secției a II-a din cadrul Direcției Naționale Anticorupție, procurorul Marius Bulancea, a clasat la începutul acestei luni un dosar penal în care vizat de cercetări era guvernatorul Băncii Naționale a României, Mugur Isărescu, informează sursazilei.ro.
Dosarul penal închis acum a început în octombrie 2016 când un fost director din Petromservice, Sorin Mihai, a făcut un denunț la DNA. Mihai a spus în denunț că Liviu Luca l-a abordat în 2005 și i-a cerut să închirieze prin Petromservice, unde denunțătorul era director general atunci, o locuință de serviciu în București.
Sorin Mihai a povestit procurorilor că la scurt timp după prima discuție tot Liviu Luca i-a indicat și ce locuință anume trebuie să închirieze, spunându-i, totodată „textual, că aparține numitului Mugur Isărescu prin interpus”.
Denunțătorul a arătat apoi că, pe baza celor indicate de Liviu Luca, a mers și a verificat un apartament din zona str. Sf Vineri, din București, locuință pe care Petromservice a închiriat-o pentru 3-4 ani la o chirie de câteva mii de euro pe lună, fără însă să o folosească efectiv niciodată.
Perioada când s-a închiriat acea locuință de la interpusul lui Isărescu coincide cu cea în care Liviu Luca și Petromservice controlau fosta bancă Romexterra. Sorin Mihai a declarat la DNA că, la acel moment, acționarii Romexterra au făcut mai multe demersuri pentru modificarea structurii și valorii capitalului social, demersuri ce au presupus obținerea unor avize din partea Băncii Naționale a României.
Denunțătorul a susținut la DNA că demersul lui Luca de a închiria un apartament de la Isărescu s-ar fi făcut tocmai pentru a obține mai ușor avizele BNR necesare modificărilor de la Romexterra.
Verificările făcute de procurori au stabilit că informațiile furnizate de Sorin Mihai erau în marea lor majoritate corecte. Petromservice închiriase oficial un apartament de pe strada Sf Vineri din București deținut atunci în acte de cetățeanul englez Leslie Alexander Dembitz. Doar că Dembitz achiziționase în 2002 apartamentul de la Mugur Isărescu și de la fiica acestuia Lăcrămioara Isărescu, folosind însă o modalitate ceva mai complicată.
Concomitent cu achiziția apartamentului Dembitz încheia cu fiica lui Isărescu un contract prin care se împrumuta de la aceasta de 50.000 de dolari pentru o perioadă de patru ani. Pentru garantarea împrumutului Dembitz îi permita Lăcrămioarei Isărescu să folosească locuința amintită pentru o perioadă de cinci ani de zile, iar în cazul unei închirieri de către Dembitz chiria era reținută, în marea ei parte, de Lăcrămioara Isărescu.
În acest context, chiria încasată de Dembitz de la Petromservice a ajuns în marea ei parte la familia Isărescu, au stabilit procurorii DNA.
Totodată, ancheta a stabilit că în aceeași perioadă Banca Națională a României a acordat băncii Romexterra toate avizele necesare modificărilor implementate de Liviu Luca & Co.
Procurorii nu au găsit însă o legătură de cauzalitate între banii de chirie ajunși la familia Isărescu și avizele date de BNR pentru Romexterra și în aceste condiții au închis dosarul penal deschis acum doi ani.
