De ce nu este Elveţia în Uniunea Europeană, deşi are numeroase acorduri cu UE şi a fost singurul stat nemebru UE care a ţinut un referendum, în 2009, privind aderarea României şi Bulgariei la spţiul comunitar? Pentru că a dorit să-şi păstreze statutul de ţară neutră, să rămână în partea de sus a topului celor mai bogate state din lume şi să-şi păstreze secretul bancar.
În 1992, Elveţia, ţara referendumurilor pentru orice, refuza să adere la Spaţiul Economic European, anticamera Uniunii Europene, iar ţara cantoanelor a rămas o insulă de prosperitate într-o Europă care a fost lovită de criză. Cu toate acestea, Elveţia are numeroase acorduri cu UE şi a fost singurul stat nemebru UE care a ţinut un referendum, în 2009, privind aderarea României şi Bulgariei la Uniunea Europeană.

Confederaţia Elveţiană are o lungă istorie de neutralitate armată — nu a mai fost în stare de război din 1815 — şi a aderat la Naţiunile Unite abia în 2002. Totuşi are politică externă activă şi este frecvent implicată în procesele de pace din toată lumea.
În Elveţia îşi au sediul mai multe organizaţii internaţionale, inclusiv al doilea birou al ONU din lume ca mărime. La nivel european, este membru fondator al Asociaţiei Europene a Liberului Schimb şi face parte din 2012 din Spaţiul Schengen – deşi nu este membră a Uniunii Europene, şi nici a Spaţiului Economic European.
Şi chiar dacă nu este membră a Uniunii Europene, Elveţia este una dintre cele mai bogate ţări din lume dacă ne raportăm la PIB pe cap de locuitor, şi are cea mai mare bogăţie pe cap de persoană adultă (în termeni de bunuri financiare şi nefinanciare) din toate ţările lumii.
Oraşele elveţiene Zürich şi Geneva au fost clasate pe locurile doi, respectiv opt în clasamentul calităţii vieţii. Ţara este pe locul 20 al celor mai mare exportatori şi al optsprezecelea cel mai mare importatori de bunuri. Excelează la ceea ce se numeşte industrie farmaceutică, de lux şi înaltă tehnologie şi atunci de ce să intre în chingile UE.

În momentul acesta Elveţia crede ca poate face totul singură. Experienţa creează mentalităţi şi mentalităţile creează schimbările aşa cum închizi sau deschizi lumina. Trebuie să lucrăm ca să adaptăm mentalităţile la viitor, şi nu la trecut. Dacă Elvetia va rămâne singură îşi va pierde puterea democratică, chiar dacă statul este foarte bine organizat.
Statul naţional nu mai poate apăra democraţia. De aceea cred că Elvetia are nevoie de Europa. Dar de o Europa mai bine organizată în sensul descentralizării, respectului pentru diversitate, o Europa în care, prin elemente de democraţie directă cetăţenii să aibă mai multa putere, cu un parlament bicameral în care ţările să fie reprezentate“.
DE CE NU ESTE ELVEŢIA ÎN UNIUNEA EUROPEANĂ. ŞI-A APĂRAT CÂT A PUTUT SECRETUL BANCAR
Cu toate că Elveţia nu este membră a Uniunii Europene, preocuparea de a atenua consecinţele economice negative datorate neparticipării la piaţa unică europeană s-a concretizat prin semnarea, în 1999, a unui prim pachet de şapte acorduri bilaterale cu UE în domenii de interes comun: libera circulaţie a persoanelor, transportul aerian, transportul terestru, agricultura, barierele tehnice în comerţul internaţional, piaţa de achiziţii publice, cercetare-dezvoltare. O a doua serie de opt acorduri bilaterale au fost încheiate în 2004.
Aderarea la Uniunea Europeană ar însemna transformãri importante la nivel economic pentru această ţară: renunţarea la secretul bancar. Sistemul bancar elveţian se bazează pe păstrarea confidentialităţii clienţilor, iar foarte mulţi europeni cu afaceri mai puţin curate îşi ţin banii în băncile de elveţiene, înlocuirea francului elveţian cu euro, creşterea TVA-ului.
Dar, de ce i-a fost frică nu a scăpat. Mai de voie, mai de nevoie, Uniunea Europeană şi Elveţia a semnat in mai anul acesta, un acord prin se urmăreşte limitarea evaziunii fiscale, documentul urmând să intre în vigoare în 2018. De atunci, rezidenţii UE nu vor mai putea ascunde în băncile elveţiene veniturile nedeclarate, în condiţiile în care Uniunea Europeană şi ţara cantoanelor vor face schimb automat de informaţii privind conturile bancare deţinute de cetăţenii lor.
