Explicații Business Club: De ce vrea Guvernul plafonarea prețului la gaze. Unde se ascunde șopârla
Avem un guvern, o putere cu apucături de tătuc al naţiei, care crede că ştie el mai bine decât o armată de economişti şi sute de ani de experienţă de piaţă.
Ultima apucătură este plafonarea preţului la gaze propusă prin proiect de hotărâre al Ministerului de Finanţe. Până în 2021 ar urma să fie de 55 de lei pe megawatt la producătorii interni. E undeva la 77 de lei acum în piaţă şi preţul propus ar fi chiar sub cel dinainte de începerea liberalizării. Este o măsură în totală contradicţie cu orice regulă de piaţă, a cererii şi ofertei, este o manifestare a statului paternalist de inspiraţie Chavistă. Este invocată nevoia de protecţie a consumatorilor, dar care consumatori? Pentru că acolo e o șopârlă ascunsă.
Acum câteva zile a grăit Darius Vâlcov despre o ieftinire a gazelor cu 20%, a doua zi cei din finanţe s-au văzut cu ministerul Energiei şi pe seară au publicat un proiect de hotărâre, foarte scurt. Ca să nu ne facem iluzii, plafonarea se va face pentru preţul la producător, care reprezintă cam jumătate din cel final, deci să subţiem acea promisă ieftinire la zece la sută.
Una dintre cauzele rămânerii în urmă a României în anii 90 a fost întârzierea liberalizării preţurilor. Polonia a avut grijă ca imediat după comunism să îşi aşeze economia pe baze de piaţă liberă. La noi s-a întâziat mult. Şi am piedut, inclusiv ca atractivitate, ca destinaţie pentru investiţii pentru că nu are rost să mergi într-o ţară în care economia nu e funcţională şi banii tăi sunt în pericol.
Acum, Guvernul revine la planificare. Suntem parte a unui bloc comunitar, a unei pieţe libere, aşa ceva nu se face. Lucrurile au mers mai bine când ne-am comportat ca economie de piaţă. Şi atunci pentru ce să revenim la planificarea de partid şi de stat?
Pentru o presupusă protecţie socială. Categoriile vulnerabile pot fi ajutate direct, cu ajutoare, nu printr-un preţ plafonat valabil pentru toată ţara. Pentru că – şi asta e şopârla – Nu este specificată vreo categorie de consumatori care să beneficieze de preţuri din producţia internă plafonate. E acelaşi preţ pentru toţi – inclusiv consumatori industriali. Asta e marea şmecherie şi intenţia de plafonare capătă altă dimensiune.
Să o luăm pe rând. De jos. Categoriile vulnerabile, cei mai mulţi oameni de la ţară, acolo unde doar pe ici pe colo au ajuns reţelele de gaze, se încălzesc oamenii cu lemne. Nu sunt protejaţi.
Oraşele… foarte mulţi din cei vulnerabili stau în locuinţe racordate la sistemul centralizat. Avem şi cartierele de case, acolo poate am avea vulnerabili, dar e un segment îngust, care poate fi sprijinit cu subvenţii specifice, direcţionate.
În schimb, un preţ plafonat poate folosi de minune marilor consumatori. Elcen – care face energie dar şi căldură pentru Bucureşti – poate să-şi îngroaşe profiturile. Şi numai bine pentru că e în drum spre administrarea primăriei conduse de Gabrila Firea.
Cine mai ştie, cu un preţ al gazelor mic poate îşi redeschide Ioan Niculae combinatele chimice.
Foarte uşor se poate face un transfer de profit de la producătorii de gaze către diverşi actori.
Asociația Română a Companiilor de Explorare și Producție Petrolieră a criticat această inteţie a Guvernului şi a spus că va descuraja investiţiile şi va creşte dependenţa faţă de ruşi. Poate că la Romgaz situaţia e specială, e companie de stat, dar un jucător privat poate oricând să decidă să închidă sonda şi să intre în conservare dacă nu-i convine să vândă la preţul ridicol impus de stat. Aşteaptă să treacă 2021… sau alte schimbări.
Intenţiile Guvernului sunt îndoielnice și suspiciuni ar putea apărea şi dintr-o decizie dată joi de ANRE. Chiar când Eugen Orlando Teodorovici vorbea de plafonarea la producător pentru protecţia consumatorilor, Autoritatea de Reglementare anunţa majorarea cu 5,8% a preţului la gaze pentru consumatorii casnici, de la 1 august. E de teatrul absurdului. Vorbeşti de ieftinire, dar înainte de toate hai cu o scumpire.
Demersul Guvernului devine ridicol când avem o astfel de decizie. Luată însă după o analiză, în funcţie de preţurile de piaţă, acolo unde funcţionează cererea şi oferta stimabili miniştri!, în funcţie de preţurile de import, care au crescut duse în sus de cotaţiile la petrol. Posibil o să iasă scandal, decizia ANRE să fie amânată – am mai avut aşa ceva în toamnă, când a fost forţată politic o amânare, ca în ianuarie preţurile să fie ridicate semnificativ pentru că trebuia…
Ceea ce trebuie să înţeleagă aceşti fabuloşi strategi este că la un moment dat, dacă avem astfel de intervenţii, abuzive, prin decizii administrative, realitatea te loveşte mai târziu. Avem printre cele mai reduse preţuri la energie electrică şi la gaze din Uniunea Europeană. Nu suntem într-o situaţie delicată. De ce am dori să ne-o periclităm pe viitor? Doar pentru că sună bine în dialect populist?
