ANAF recunoaște ca MULTINAȚIONALELE fraudează statul ROMÂN!
Un oficial ANAF face dezvăluiri fără precedent despre modul în care multinaționalele fraudează statul român. Potrivit lui Ionuț Mișa, șeful Direcției Mari Contribuabili din cadrul Agenției Naționale de Administrare Fiscală, Fiscul a identificat un miliard de euro scos din țară de companiile multinaționale prin prețuri de transfer.
„Se scot banii din țară prin onorarii pentru avocați, prin companii de avocatură locale și internaționale, inclusiv și în zona consultanților fiscali există astfel de derapaje”.
Mișa a explicat că banii sunt scoși din România prin plăți supraevaluate de bunuri și servicii, apoi prin plăți și bonusuri pentru management, dar și prin plăți de milioane de euro pentru firme de avocatură sau chiar de consultanță fiscală, care teoretic ar trebui doar să găsească căile legale de micșorare a bazei de impunere.
„Până acum transfer pricing-ul era un teren virgin. Nu poți să ai 4-5 ani exact o rată de profit de 1,9%-2%, de ce nu ții atunci banii la bancă? (…) Am făcut 14 controale pe dosare prețuri de transfer în primele șase luni. Am adus 44 milioane de lei la buget de la o companie de retail”, a spus la ZF Live Ionuț Mișa, șeful Direcției Mari Contribuabili din cadrul Agenției Naționale de Administrare Fiscală (ANAF).
„Am avut un caz al unei companii din top 10 cifră de afaceri din România care scotea banii prin salarii nejustificate. După ce le-am arătat raportul, au plătit la buget a doua zi 27 milioane de lei cu tot cu penalități de întârziere și accesorii. E o practică foarte des întâlnită”, a adăugat Mișa.
El spune că până în 2013 ANAF-ul nu a urmărit aproape deloc această zonă: „A fost un teren destul de virgin până acum zona de transfer pricing. Au fost foarte multe companii care au realizat export de profit foarte mare pe care îl identificam pe baza noilor criterii de risc si pe baza noilor tehnici îmbunătățite de analiză de risc”.
Direcția Mari Contribuabili acoperă, potrivit b1.ro, activitatea a circa 1.500 de mari companii din toată țara, care au pondere de circa 50% în totalul veniturilor totale la bugetul consolidat al statului, care s-au ridicat în total anul trecut la circa 233 de miliarde de lei (52 mld. euro). Direcția are în vedere companiile cu pierderi și cu rate reduse de profit.
