Naţiunile Unite, înlocuite treptat de Wall Street
Fost înalt funcţionar în cadrul MI6 şi consilier al lui Javier Solana în perioada în care acesta a fost Înalt Reprezentant pentru Politică Externă şi de Securitate al UE, Alastair Crooke explică, într-un interviu oferit publicaţiei turce Today’s Zaman, pârghiile noii hegemonii americane – financiarizarea ordinii internaţionale şi trecerea sub controlul Departamentului Trezoreriei a deciziilor care până acum erau apanajul Naţiunilor Unite. Acelaşi Crooke vorbeşte depre originile şi susţinătorii Statului Islamic, despre rolul strategic care le-a fost atribuit islamiştilor radicali în zona Orientului Mijlociu.
Un timp, ordinea internaţională s-a structurat în jurul Natiunilor Unite şi al dreptului internaţional, dar Vestul a avut tendinţa de a trece peste ONU, ca instituţie creată sa menţină ordinea internaţională, iar în schimb a început să se bazeze pe sancţiuni economice pentru a face presiuni asupra unor ţări. Avem un sistem financiar bazat pe dolar şi prin instrumentalizarea poziţiei Americii ca stat care controlează toate tranzacţiile în dolari, Statele Unite au fost capabile să treacă peste ONU în urmărirea scopurilor lor.
Acest monopol asupra rezervelor de monedă a devenit instrumentul unilateral al SUA – înlocuind acţiunea multilaterală a ONU. Statele Unite îşi arogă jurisdicţie asupra oricărei tranzacţii denominate în dolari care are loc oriunde în lume. Şi cele mai multe tranzacţii din lume se fac în dolari. Aceasta contribuie în mod esenţial la financiarizarea ordinii mondiale: ordinea internaţională depinde mai mult de Departamentul american al Trezoreriei şi de Rezerva Federală decât depindea înainte de ONU.
Aceasta a început să se simtă în cazul Iranului şi s-a dezvoltat ulterior. În cartea “Razboaiele Trezoreriei”, a lui Juan Zarate, excluderea din sistemul financiar internaţional centrat pe dolar este descrisa ca o “bombă cu neutroni”. Când o ţară urmează să fie izolata, Departamentul american al Trezoreriei arunca anatema asupra unor bănci care sunt suspectate că ar fi implicate în activităţi teroriste sau în spălarea de bani. Juan Zarate, care este arhitectul actualului război financiar mondial şi a fost oficial în Departamentul Trezoreriei, spune că aceasta acţiune este mai puternică decât orice armă militară.
Faptul că sistemul mondial se bazează pe dolar face ca America să nu mai depindă de ONU şi controlul îi revine Departamentului Trezoreriei – o reflectare a faptului că instrumentele militare au devenit mai puţin preferate de administraţia SUA, din raţiuni de politică internă.
Însă odată cu Ucraina am intrat într-o nouă eră: avem un conflict geostrategic important, care în esenţă este un război geo-financiar între SUA şi Rusia. Avem prăbuşirea preţului petrolului; avem războiul valutelor; avem prăbuşirea rublei. Este un razboi geo-financiar şi o consecinţă a sa este, înainte de toate, o alianţă între China şi Rusia.
China întelege că Rusia este prima piesa dintr-un domino; dacă Rusia va cădea, China urmează. Aceste state încercă să creeze un sistem financiar paralel, separat de cel occidental. El include si o replică a sistemului SWIFT (Society for worldwide interbank financial telecommunication) şi crearea unor entităţi precum Banca Asiatică de Dezvoltare. Una din principalele pârghii ale Wasghingtonului pentru controlul sistemului global a fost mereu FMI. Naţiunile trebuie să se îndrepte către FMI pentru a cere ajutor financiar când au nevoie, însă, recent, China, şi nu FMI, a fost cea care a împrumutat Venezuela, Argentina sau Rusia, în momentul în care s-au prăbuşit monedele lor naţionale. FMI şi Banca Mondială nu mai stau singure în centrul ordinii internaţionale.

În primul rând, UE este incapabilă să aibă o politică externă autonomă. Însă nicio pârghie folosita dupa 2008 nu a mai adus propseritatea, dimpotrivă avem de-a face cu sărăcie în multe părţi ale Europei.
Proiectul european este profund nesigur şi de aceea este important ce se întâmplă în Ucraina. La început se părea că Germania – care a fost mereu aproape de Rusia, deoarece politica germană a privit către Asia Centrală, spre Est mai mult decât spre Vest – începe să intermedieze rezolvarea problemei ucrainene.
Dar cancelarul Merkel a modificat poziţia Germaniei şi a urmat un alt curs. Europa a avut ocazia să promoveze o identitate de politică externă independentă, pentru a ieşi din limitele NATO, dar din anumite motive nu a reuşit să o facă. Astfel, identitatea UE rămâne subsumată Alianţei Atlantice, dar multe din noile partide care apar în Europa încearcă să fie mai autonome.
