SEMNAL de alarmă – România e furată prin conductă/ ANALIZA
Oare de ce ministrul de Externe al Ungariei și-a permis să solicite oficial Uniunii Europene ca Bruxeles-ul să exercite presiuni asupra României, pentru ca România să asigure independența energetică a Europei centrale? Există sau nu există vreo legătură între poziția Ungariei și „profunda îngrijorare” exprimată zilele trecute de mai mulți ambasadori UE dar și de încă ambasadorul Hans Klemm al Statelor Unite la București? Și, în fine, ce legătură există, dacă există, între cele de mai sus și sesiunea extraordinară a Parlamentului României, programată în intervalul 2-19 iulie , sub pretextul finalizării legilor Justiției? Cum este vândută România prin conductă?
Vă va surprinde sau nu, dar eu susțin că poziția autorităților de la Budapesta este cât se poate de legitimă. Ungaria nu are nici petrol, nici gaze naturale. Dar are nevoie de ele. La fel se întâmplă și în cazul altor state central-europene. Este firesc în aceste condiții ca Ungaria, în numele comunității de interese, să solicite presiuni și să facă la rândul ei presiuni pentru ca de bogățiile naturale ale României să beneficieze și celelate state de pe continent. Pot înțelege și interesul nucleului dur al Uniunii Europene de a rezolva, dacă e posibil pe seama României, tema extrem de acută a independenței energetice a Uniunii Europene. În fine, nu pot să mă fac că nu înțeleg interesul în această chestiune al Washingtonului, care, pe seama României, poate împușca doi iepuri: separă interesele Rusiei de cele ale Germaniei, ambele state făcând până în prezent un parteneriat peste capul Uniunii Europene și peste capul NATO, Rusia vânzând la preț de dumping gaze naturale Germaniei, în timp ce Germania închide ochii și chiar susține politica discriminatorie de prețuri practicată de Moscova în raport cu statele est-europene și cu statele Europei centrale; procedând astfel, Statele Unite bagă miliarde de dolari în buzunarele Exxon.
Pot înțelege și noi toți putem înțelege extrem de multe. Singurul lucru imposibil de înțeles și mai ales de acceptat este cum, în această confruntare a intereselor, România își apără ea însăși propriile interese.
În Marea Neagră există rezerve de gaze estimate la circa 600 de miliarde de metri cubi, dintre care numai perimetrul Neptun Deep ar dispune de 200 de miliarde de metri cubi. Această uriașă bogăție descoperită până în prezent – vor mai putea fi identificate și alte zăcăminte în viitor și, de asemenea, nu este deloc exclus ca cele estimate să fie în realitate mult mai mari – ar putea aduce în următorii ani beneficii României de minimum 16 miliarde de euro. Sau poate aduce numai pagube materiale și catastrofe ecologice.Totul depinde de modul în care se poziționează România. O să facem câteva raționamente simple pornind de la informații cu caracter cert.
1). Mulți insistă asupra faptului că, dând drumul din plin la exploatări – în realitate există perimetre care sunt de mult timp exploatate în beneficiul OMV Petrom și, implicit, Lukoil – practic România va beneficia de investiții de miliarde de euro, de accesul la cea mai înaltă tehnologie și de un surplus de locuri de muncă bine plătite. Nimic mai fals. Investițiile de miliarde de dolari, care urmează să fie făcute pentru exploatarea în viitorii ani a uriașelor zăcăminte de gaze naturale, nu au niciun impact asupra României. Sunt instalații extrem de sofisticate și conducte submarine și subterane, care vor fi în proprietatea multinaționalelor, care asigură exploatarea. În al doilea rând, nu va fi angajată niciun fel de forță de muncă românească. Lăsând la o parte că România nu se confruntă cu un surplus de forță de muncă ci cu un uriaș deficit, complexitatea extraordinară a acestor lucrări, toate subterane, exceptând stațiile de decantare și așa numitele stații contor, vor fi asigurate exclusiv de specialiști aduși din străinătate. Nu vom avea nici un acces la înalta tehnilogie adusă de multinaționale și ea nu va putea fi prin urmare niciodată adjudecată de români.
2). Se afirmă la tot pasul că, dând drumul la exploatări, România își asigură independența energetică. Este tot un fals grosolan. România, așa cum este planificat și urmează să fie consacrat în legislație, nu va beneficia decât contra cost, la prețul pieței, de oricare metru cub din gazele naturale, care costituie bogăția sa. Vom fi pur și simplu în situația oricărui stat net importator.
Ca să mă fac mai bine înțeles, reamintesc faptul că Olanda, unul dintre statele care ne trag de urechi, invocând pretinse atentate pe care majoritatea parlamentară le-ar face împotriva luptei anticorupție, beneficiază, pe lângă redevențe semnificative, de 40% din totalul cantității de gaze naturale pe care Exxon îl extrage din platforma continentală a acestui stat. Fără ca Olanda să pună vreun ban. Un alt exemplu este Libanul, ale cărui zăcăminte de gaze naturale urmează să fie parțial exploatate tot de către Exxon. Libanul va primi în urma acestei afaceri nu mai puțin de 70% din cantitatea totală de gaze extrase. Olanda și Libanul își asigură astfel independența energetică. România, nu.
În plus, așa cum am mai arătat cu alte prilejuri, litoralul României va fi compromis pentru multe decenii de acum încolo din punct de vedere turistic și ecologic, fiind străbătut de sute de kilometri de conducte cu largi zone de protecție în stânga și în dreapta acestora și presupunând, inclusiv în biosferă, amplasarea de stații de epurare, și de decantare de multe ori cu flacără la vedere și cu stații de decantare urât mirositoare pe o rază de câțiva kilometri.
Bătălia uriașă care se duce în prezent este de natură politică și legislativă și în ea sunt angajate nu numai partidele din România și nu numai parlamentarii, ci și statele europene, plus Statele Unite. Ce se întâmplă? Conform unor acte normative promovate de Parlamentul României, societățile care urmează să exploateze gazele noastre naturale urmau să plătească suprataxe din venitul suplimentar obținut prin vânzarea gazelor. Aceste suprataxe reprezentau singurul beneficiu al României și, printr-un calcul simplu efectuat de avocatul Dan Chitic împreună cu consultanții săi economici, se ridică la nu mai puțin de 16 miliarde de euro în următorii ani. Klaus Iohannis, susținut de PNL și de USR, a întors acest act normativ în Parlament pentru reexaminare, atacându-l și la Curtea Constituțională. Ne trezim acum că este convocată această sesiune extraordinară a Parlamentului României, în intervalul 2-19 iulie și care, în mod surprinzător, nu este destinată exclusiv, așa cum s-a spus, soluționării legilor Justiției, ci chiar la punctul 2 pe ordinea de zi are prevăzută dezbaterea și votul final pe proiectul Legii privind gazele naturale din Marea Neagră. Mai fac precizarea că în Senat, care nu e Cameră decizională, legea a trecut cu modificările soliticitate de Klaus Iohannis și de către multinaționale, adică fără suprataxe. Într-o traducere la îndemâna oricui, fără niciun beneficiu pentru România, nici de natură financiară, nici în ceea ce privește vreo cotă parte din producția de gaze. Urmează deci bătălia finală.
Nu-mi pot imagina altceva decât faptul că surprinzătorul memorandum semnat de ambasadorii unor state UE din nucleul dur și de ambasadorul Statelor Unite este de fapt un șantaj exercitat împotriva României. Care, în traducere liberă, sună cam așa: „Ne dați gazele moca, aveți liber să schimbați legile Justiției. Nu ne dați gazele moca, sunteți și rămâneți corupți”.
Asta urmează să se întâmple în intervalul 2-19 iulie anul curent. O vânzare a României prin conductă.
