Precizam ca folosim termenul “retea” drept echivalent al englezescului “network”. Desi nu este sef de stat, miliardarul George Soros si-a castigat, prin rolul jucat de-a lungul anilor ’80 – iar recent prin finantarea si organizarea “revolutiilor colorate” din Georgia (2003) si Ucraina (2004) – reputatia unui super-lider al “Noii Ordini Modiale”. Dar si pe cea de adversar infatigabil al presedintelui George W. Bush si al grupului neoconservator de la Casa Alba, “Project for a New American Century” (PNAC). Adeseori se afirma, in mod indreptatit, ca Soros a stat in spatele ascensiunii unor lideri, carora le-a fost si prieten de la Gorbaciov la Havel, de la Saakasvili la Iuscenko.
La un forum desfasurat la New York, George Soros critica cu duritate strategia “razboaielor preventive”, politica promovata de Bush si de neoconservatori. “Ideologia supermacista a Administratiei Bush este in totala opozitie cu principiile unei “societati deschise” (“open society”), care recunoaste ca oamenii pot avea pareri diferite, si ca nimeni, la urma urmei, nu detine adevarul absolut.
Ideologia supermacista a lui Bush postuleaza insa, ca, doar pentru ca noi suntem mai puternici decat altii, stim mai multe decat ei si, in consecinta, avem dreptul moral sa decidem pentru cei slabi”, spunea Soros. La acelasi forum de la New York, Soros a mai declarat: “Asistam la o revenire puternica a antisemitismului in Europa. Politica Administratiei Bush si cea a Administratiei Sharon au contribuit la aceasta. Nu este vorba de un antisemitism specific, ci asistam la o reactie de respingere mondiala, care include si antisemitismul. Sunt critic fata de o asemenea politica.”
Spre deosebire de Bush – adeptul interventiilor militare (cu rezultatele care se pot vedea in Irak) – Soros a militat, a finantat si a organizat, prin fundatiile sale, “schimbarile unor regiuni autoritare sau nedemocratice” din Est, pe cale pasnica, “fara violenta”. Este metoda miscarilor din ’89 – cu exceptia Romaniei – precum si a “revolutiilor portocalii”, recente. “Revolutiile portocalii” au adus in sfera de influenta a “Noii Ordini Mondiale”, tari ca Georgia sau Ucraina, fara sa se traga un singur glont! De partea cealalta, avem tragedia din Irak. Metodele lui Soros de “destabilizare pasnica” a unor societati putin democratice pot fi comentate mai ales ca magnatul finanteaza si in Romania o vasta retea de organizatii “open society”. De partea cealalta, presedintele Bush este ferm convins ca Soros incearca in realitate sa-si creeze un “nou plan mondial de putere”, pentru care a cheltuit enorm. Acest “pol mondial de putere” urmareste rasturnarea regimurilor ostile lui Soros, precum si controlul total asupra societatilor, prin influenta fundatiilor sale.
Subminarea societatii comunist
Organizatiile Non-Guvernamentale” (ONG) au aparut la inceputul anilor ’80, prin “privatizarea” unor activitati specifice CIA. Fondatorul lui “National Endowment for Democracy”, Allen Wistein – un ONG binecunoscut – spunea recent: “Facem o multime de lucruri, pe care acum 25 de ani le facea CIA.” Ideea a fost foarte buna. Prin “privatizarea” unor activitati CIA, SUA impiedicau astfel adversarii sa o critice pentru “amestec in treburi interne”. Pentru ca acum era vorba despre organizatii “non-guvernamentale”, deci (aparent) fara legatura cu Guvernul american sau CIA.
Asa au aparut “Freedom House” (director James Woolley, fost director CIA), “National Democratic Insitute” (condus de fostul secretar de Stat, Madeleine Albright), “Open Society Institute” (patronata si finantata de George Soros), “National Endowment for Democracy” si multe altele. Toate aceste ONG-uri si-au creat rapid filiale in tarile de interes pentru politica americana.
La inceputul anilor ’80, George Soros a inceput sa finanteze gruparile de rezistenta, precum si persoanele aflate in dizgratia regimurilor comuniste din Europa de Est, prin “Open Society” (“Societatea Deschisa”). Un concept formulat de filosoful britanic Sir Karl Popper, profesorul si mentorul sau. Innobilat in 1965, filosofia lui Popper a capatat consistenta prin crearea de catre George Soros a lui “Open Society Institute”, sustinut financiar de “Soros Fund Management”. Din 1979, “Open Society” patrunde in Europa Centrala si de Est (statele comuniste), dar si in multe alte state din Africa, Asia si America Latina. In 1992, Soros a fondat – la Budapesta – “Central European University”, care formeaza cadre selectionate din intreaga Europa de Est si fosta URSS. Inclusiv din Romania.
Metoda preferata a lui Soros: atragerea establishmentului comunist prin burse. “In fiecare tara identificam un grup de oameni – unii dintre ei chiar din aparatul de conducere, altii mai putin cunoscuti – care impartaseau ideile mele”, afirma Soros despre metoda sa de a castiga increderea “establishmentului” comunist de atunci. Metoda lui Soros de a atrage, in primul rand, oameni nemultumiti ai sistemului – pe cei din interiorul grupului de conducere comunist mai ales – care cunosteau foarte bine atat sistemul, cat si punctele sale slabe, a facut ca, in curand, “Open Society” sa numere in randurile sale oameni politici, sefi ai armatei si serviciilor secrete, economisti, finantisti si juristi, oameni din media, penetrand astfel “coloana vertebrala” a sistemului comunist. Metodele lui Soros sunt dezvaluite in “Washington Post” din 22 septembrie 1991 (vezi “The New World of Apyless Corps”), precum si in “East and Central Europe Program” (www.newschool. edu/centers). O lucrare interesanta este si Dan Seligman: “The Life and Times of a Messianic Billionaire”, sau Theodore Spencer: Investors of the Century” (Fortune,decembrie1999).
Penetrarea prin burse si manuale
Prima tara comunista tintita a fost, cum era de asteptat, Ungaria natala. Soros a oferit mai intai, burse “establishmentului” comunist maghiar si a castigat astfel incredere si influenta politica la Budapesta. A promovat apoi celebrele sale manuale. Studenti, cercetatori, scriitori, artisti, tineri activisti de partid maghiari au devenit astfel sensibili la ideile si la proiectele “societatii deschise”.
Miscarea urmatoare a lui Soros in Europa de Est, a fost Polonia unde miliardarul american a subventionat “Solidaritatea”. Cea care a preluat, prin alegeri, puterea in 1988. Trebuie insa sa mentionam ca, printre prietenii lui George Soros s-a numarat si generalul Wojciech Jaruzelski, cel care, la inceputul anilor ’80, decretase in Polonia “legea martiala”, evitand astfel o ocupatie sovietica, declansata de greva la scara nationala a “Solidaritatii” poloneze.
In URSS, Soros l-a cunoscut si a devenit mentorul lui Mihail Gorbaciov(foto). O dovada in acest sens este ca, sub influenta lui Soros, Gorbaciov (venit la putere in ’85) a inceput sa se refere in discursurile sale, tot mai des, la “casa noastra europeana” la “societatea deschisa”, si sa promoveze concepte reformiste ca “glaznosti” ori “perestroika”. Numerosi tineri sovietici au luat calea burselor lui Soros, si au ajuns in Occident. La inceputul anilor ’90, Soros si-a lansat in Rusia celebrele “manuale” (vezi Irma Dezhina: “US Non-Profit Foundation in Russia, Impact on Research and Education”). Dar foarte repede au aparut criticii. Acestia sustineau ca, in realitate, Soros urmareste “dezmembrarea Rusiei ca stat, care avea potentialul de a redeveni superputere mondiala”. Unul dintre adversarii lui Soros – miliardarul Boris Berezovski – declara despre Soros: “Aproape am lesinat cand am auzit, cu ani in urma, ca Soros este agent al CIA.”
Dupa ce a cheltuit 250 de milioane de dolari pentru “transformarea educatiei si economiei ruse”, Soros a mai investit 100 de milioane de dolari pentru a crea in Rusia “International Science Foundation”. SVR-ul rus l-a acuzat insa de spionaj. Vezi, in acest sens, “Washington Post” (Margaret Shapiro: “Russian agency said to accuse americans of spying”), din 4 ianuarie 1995, sau “FSK suspects financing of espionnage on Russia’s teritory”, 18 ianuarie 1995, Associated Press.

In China, adeptii lui Soros au fondat “Fund for the Reform and Opening China”, au fost organizatorii mitingului-maraton din Piata Tien-An Men, miting inecat in sange de autoritatile de la Beijing, dupa o indelungata ezitare. (In Romania, pentru spargerea mitingului-maraton din Piata Universitatii si anihilarea opozitiei au fost preferati “minerii”.) Ulterior, chinezii l-au acuzat pe Soros de legaturi cu CIA (vezi “Washington Post”, 8 august 1989, Mariane Yen: “Fund’s representative arrested in China”).
Probabil ca Vaclav Havel si “revolutia de catifea” de la Praga, din 1989, urmata de celelalte miscari de schimbari pasnice din Europa de Est, au reprezentat marile succese ale filosofiei lui George Soros. Cu exceptia notabila a Romaniei, peste tot nu s-au inregistrat morti sau raniti. Nu s-a tras un singur glont! Schimbarea politica majora din 1989, din Europa de Est, a insemnat un veritabil “carnaval popular”, care s-a propagat ca un dominou.
In timpul razboiului din fosta Iugoslavie, Soros a fondat “International Crisis Group”. Iar in 2003, si in 2004, George Soros a fost “creierul” din spatele loviturilor colorate din Georgia si Ucraina (vezi “Dosare Ultrasecrete” din 17 ianuarie 2004, 18 decembrie 2004 si 9 aprilie 2005).
“Societatea deschisa” in Romania
Oficial, Soros a infiintat la Bucuresti, in 1990, fundatia care ii purta numele: “Fundatia Soros”. Ulterior, numele a fost schimbat: “Fundatia pentru o Societate Deschisa” (FSD). A fost printre primele ONG-uri infiintate in Romania.
In realitate, era vorba de o adevarata retea: “Soros Open Network Romania” (Reteau Deschisa Soros din Romania). In cadrul acestei retele functioneaza o mare varietate de organizatii, asociatii, institutii, cluburi etc.
Personalitatile de varf ale retelei “Soros Open Network Romania”: Renate Weber, Alina Mungiu, Monica Macovei, Cristian Parvulescu, Razvan Ungureanu(foto),Adrian Cioroianu etc. In cadrul retelei “Soros Open Network Romania” sunt grupate ONG-uri cunoscute, si unele mai putin cunoscute.
Dintre cele mai putin afisate (pana acum) in public, remarcam: “Uniunea pentru Reconstructia Romaniei”, “Centrul de Parteneriat pentru Egalitate”, “Centrul pentru Dezvoltare Economica”, Fundatia “Concept” etc. Cele mai importante sunt: “Fundatia pentru o societate deschisa” (FSD), fosta pana in 1997, “Asociatia Fundatiei Soros pentru o Societate Deschisa”, care reprezinta punctul central al “piramidei” celorlalte “ONG”-uri. Care se mai autodefinesc si drept “societatea civila”. FSD asigura finantarea celorlalte ONG-uri, care insa – intre timp – si-au creat si surse proprii de subventionare. Mai ales dupa 2000. Apartenenta la FSD a creat membrilor sai multiple oportunitati. Razvan Ungureanu este un bun exemplu in acest sens. Pana in 1997, actualul ministru de Externe – Razvan Ungureanu – a lucrat pentru FSD. Aceasta i-a permis sa beneficieze de burse si stagii de pregatire. Astfel, in ’90-’91, Ungureanu a primit o bursa pentru masterat la “St. Cross College” al lui “University of Oxford”, masterat luat in 1993. Acest lucru i-a ingaduit ulterior lui Ungureanu sa devina membru al prestigioasei “European Association for Jewish Studies” de la Oxford. In 1998, Ungureanu a devenit “Senior Fellow” la “Oxford Centre for Jewish and Hebrew Studies” din cadrul lui “St. Cross College” (Oxford), cel mai cunoscut centru cu acest profil din lume. Primind “Premiul Posen”, Ungureanu a beneficiat si de o bursa de doi ani (1996/1997 si 1997/1998), la cunoscuta “Universitate Ebrica” din Ierusalim. In 2000, Ungureanu a sustinut cursuri ca “Senior Reader” la “NATO School” din Oberammergau (Germania), iar in 2003 Ungureanu este “senior Reader” la “George C. Marshall Center for Security Studies” de la Garmisch-Partenkirchen (Germania). Din martie 2005, Mihai Ungureanu este profesor asociat si la “Universitatea Nationala de Aparare”. La 2 mai 2005, intampinandu-l la Ierusalim pe Mihai Ungureanu, Silvan Shalom (ministrul de Externe al Israelului) spunea: “Bine ai venit, prietene Ungureanu, expert in iudaism si prieten al Israelului!”
Mihai Razvan Ungureanu este doar un exemplu pentru oportunitatile oferite de FSD si George Soros tinerilor romani. Acelasi lucru se poate spune despre multi altii dintre cei citati mai sus. Cele mai cunoscute ONG-uri din cadrul lui “Soros Open Network Romania” (SON) sunt:
ASOCIATIA PRO DEMOCRATIA” (APD). Infiintata in august 1990, de Adrian Moruzi, la Brasov. A fost finantata, mai intai, de “National Democratic Institute”, dupa care a intrat in piramida SON. Are 30 de filiale in intreaga tara si peste 1000 de membri. Specializare: supravegherea alegerilor, numaratoarea paralela a voturilor etc. Organizeaza in fiecare an “Universitatea de vara de la Balvanyos” (Covasna), alaturi de “Liga Pro-Europa”, si “Uniunea Tineretului Maghiar” precum si de FIDESZ. “Pro-Democratia” este finantata pe langa SON (mai exact de FSD) si de: “National Democratic Institute”, “Freedom House”, “USAID” (United States Agency for International Development) si “Westminster Foudation for Democracy”. Din 1999, “Pro-Democratia” il are in frunte pe Cristian Parvulescu, care a analizat finantarea partidelor in ultima campanie electorala. Rezultatul: nici un partid nu a respectat legea la acest capitol! Cu o exceptie: Partidul Democrat!
“SOCIETATEA ACADEMICA ROMANA” (SAR). Societate recent infiintata, condusa de Alina Mungiu. La ultimele alegeri a venit cu ideea aliantei “DA” – dintre Partidul Democrat si Partidul National Liberal – care le-a si castigat.
Finantarea vine de la “Open Society Institute”, precum si de la “Banca Mondiala”, “Freedom House” (James Woolsey), si “Marshall Fund”.
“ASOCIATIA PENTRU APARAREA DREPTURILOR OMULUI IN ROMANIA-COMITETUL HELSINKI” (APADOR-CH). Condusa la inceput de Renate Weber, apoi din 1996 de Monica Macovei. Trebuie precizat ca “APADOR-CH” este, probabil singurul ONG apolitic din Romania, care corespunde criteriilor pretinse acestor oranizatii non-guvernamentale.
GRUPUL PENTRU DIALOG SOCIAL” (GDS). Infiintat cu mult zgomot in 1990, in prezenta lui Ion Iliescu, la “Hotelul Intercontinental”, GDS-ul s-a dovedit ulterior a fi principala pepiniera a FSD. Condus actualmente deRadu Filipescu, GDS-ul numara intelectuali importanti ai Romaniei de azi: Gabriela Adamesteanu, Mariana Celac, Andrei Cornea, Andrei Oisteanu, Adrian Cioroianu etc.
Din lipsa de spatiu tipografic, ne oprim aici cu enumerarea ONG-urilor din cadrul retelei SON. Nu inainte de a aminti “AGENTIA DE MONITORIZARE A PRESEI ACADEMIA CATAVENCU” (Mircea Toma), precum si “ALIANTA CIVICA”.
Finantarea Soros in Romania
George Soros a investit in 1990, pentru fundatia sa din Romania, 1,5 milioane de dolari. Banii au servit implementarii unor programe civice. Intre 1990 si 1994, Fundatia s-a ocupat de pilda, cu elaborarea “manualelor alternative” – scrise de membrii Fundatiei – in colaborare cu Ministerul Educatiei. Investitiile lui Soros in Romania au crescut progresiv. De la 4,3 milioane de dolari in 1992, la 11,3 milioane de dolari in 1996, pentru a ajunge, in 1999, la suma record de 15,8 milioane de dolari. Din anul 2000, insa, strategia finantarii Fundatiei s-a schimbat. Soros explica astfel strategia financiara a Fundatiei sale: “Calea pe care Fundatia a ales-o este ca atunci cand a devenit foarte eficienta in anumite domenii, sa infiinteze organizatii autonome in aceste domenii, la a caror finantare sa contribuie doar partial.”
Astfel se explica scaderea finantarii lui Soros in Romania dupa 2000: ONG-urile din cadrul SON au inceput sa se autofinanteze din acel an. De la 12 milioane de dolari, investiti in anul 2000, Soros a ajuns la 7,6 milioane de dolari in 2002, la 5,4 milioane de dolari in 2003, la 3,9 milioane de dolari in 2004, si la 3,2 milioane de dolari in 2005.
Dupa alegerile din 2004, unii membri ai SON au ajuns in Guvern. Ceea ce ridica o problema de “incompatibilitate”, sa recunoastem. Adica nu poti sa fii membru al unei “organizatii non-guvernamentale” si acelasi individ sa ajunga si membru in Guvern! Pentru ca rolul unei “organizatii non-guvernamentale”, prin definitie, este tocmai sa “supravegheze” viata politica, partidele, Parlamentul, Presedintia, si, bineinteles, Guvernul. Or, cum poate cineva sa “arbitreze” Guvernul, de pilda, si sa fie – in acelasi timp – membru al Executivului? Cu un picior in ONG si cu celalalt in Parlament sau in Guvern! Cu speranta ca, dupa aderarea Romaniei la UE, sa ajunga si euro-parlamentar.
Aici este o clara incompatibilitate, care ar trebui rezolvata. Altfel, alegatorii ar ramane cu impresia ca ONG-ul a fost folosit ca “vector” (ca samanta) pentru lansarea unui individ in politica, in partide, sau in Parlament. Si chiar in UE! Ceea ce ar compromite activitatea ONG-urilor. Suntem de parere ca membrii ONG trebuie sa se abtina de la tentatiile – atat de numeroase – ale intrarii in partide, Parlament si Guvern, pentru a-si putea pastra credibilitatea “arbitrarii” jocului politic. Metoda ingenioasa a lui George Soros – de a atrage pe membrii “establishmentului” aflat la putere prin burse, catre filosofia “societatii deschise” (a lui Karl Popper) – a creat o alta metoda de a “schimba pasnic, fara violenta, regimurile nedemocratice”.
Intr-un foarte interesant interviu dat ziarului ZIUA, din 17 iunie 2006, Sandra Pralong, prima conducatoare a “Fundatiei Soros” in Romania declara: “Trebuie sa acceptam si ideea ca, in general, Partidul si Securitatea i-au recrutat pe cei mai buni.” Si: “Am vazut – si mama mea a vazut in jurul meu – cum Securitatea venea sa-i recruteze in liceu pe elevii cei mai buni.” Sau: “Eu, in scoala generala, cand nu m-au facut pioniera, am venit acasa plangand. Nu pot sa garantez ce as fi devenit (daca nu plecam).” Despre dosare: “Ce credibilitate mai au dosarele, daca sunt deja suspectate de a fi traficate?” Sandra Pralong adauga: “Daca au facut compromisuri, mi-ar placea sa mi-o spuna ei primii. Sa nu aflu eu din terte surse. Voi avea un respect nemarginit pentru acesti oameni… Aduceti-va aminte de Paleologu.”
