Lecția de economie – Islanda impozitează cu 39% orice transfer bancar către offshore-uri
Ministrul de Finanțe al Islandei a anunțat miercuri o nouă măsură radicală în plan intern: orice companie care dorește să își transfere fonduri în străinătate este liberă să acționeze în acest sens, numai că transferul de bani către paradisuri fiscale este impozitat automat cu 39%.
Islanda, comentează publicația britannică The Independent, alege o nouă măsură radicală, pentru a combate fluxul de bani care se îndreaptă spre paradisurile fiscale, așa cum a procedat și în urmă cu 6 ani, când a decis să nu protejeze de faliment nicio instituție financiară aflată în dificultate.
Islanda este statul care a mai permis ca bancherii să poate fi acuzați de activități criminale, spre deosebire de SUA sau Europa, unde băncile sunt amendate dar șefii executivi nu răspund în solidar cu instituția pe care o conduc.
Un exemplu în acest sens: CEO al Kaupthing, una dintre băncile care au dat faliment, a fost condamnat în februarie 2015 la peste 4 ani de închisoare pentru manipularea pieței. ”De ce să existe o anumită parte a societății care să nu poată fi controlată sau sancționată? Este periculos pentru societate ca cineva să fie considerat prea mare pentru a fi investigat”, a fost opinia procurorului general Olafur Hauksson la data pronunțării acestei condamnări.
The Independent remarcă faptul că Islanda a ales un alt tip de tratament al instituțiilor financiare față de Marea Britanie, unde guvernul a naționalizat Lloyds și RBS cu banii contribuabililor, sau SUA, unde guvernul a plătit de la buget acțiuni la principalele bănci americane.
În plus, scrie cotidianul britanic, decizia de impozitare a fondurilor transferate în străinătate va avea ca efect consolidarea conturilor bancare interne.
Până la urmă, până și controlul capitalurilor, cea mai criticată măsură decisă de Islanda, care controlează până și modul în care persoanele fizice își cheltuiesc banii, pare să fi fost una de succes, chiar dacă la momentul adoptării a fost considerată ca o violare a regulilor economiei libere.

Potrivit previziunilor internaționale, Islanda va deveni anul acesta primul stat european care, lovit de criza din 2008, reușește să depășească vârful pre-crizei economice.
Iar măsura de ”îmblânzire” a controlului capitalurilor- limitată la un impozit de 39%- va avea cu siguranță efect.
”Am atins o bornă îmbucurătoare”, a declarat și pentru publicația britanică Guardian ministrul islandez de Finanțe Bjarni Benediktsson, după introducerea noii taxe.
