SFÂRŞITUL PROGRAMAT AL DEMOCRAŢIEI
Puterea a trecut în alte mâini.
Adevăraţii stăpâni ai lumii nu mai sunt guvernele ţărilor, ci conducătorii
grupurilor multinaţionale financiare sau industriale şi ai unor instituţiilor
internaţionale „opace”: FMI, Banca Mondială, OCDE, OMC, băncile centrale. Prin
urmare, cei care conduc lumea nu sunt aleşi în mod democratic, în ciuda impactului
deciziilor lor asupra vieţii populaţiei. Puterea acestor organizaţii se exercită la
o dimensiune planetară, în timp ce puterea statelor este limitată la o dimensiune
naţională. De altfel ponderea societăţilor multinaţionale în fluxurile financiare a
depăşit-o de mult pe cea a statelor. La dimensiune transnaţională, mai bogate decât
statele şi reprezentând principalele surse de finanţare ale partidelor politice de
orice orientare în majoritatea ţărilor, aceste organizaţii se situează mai presus de
legi şi de puterea politică, mai presus de democraţie.

Iluzia democraţiei
Democraţia a încetat deja să mai fie o realitate. Responsabilii organizaţiilor care
exercită puterea reală nu sunt aleşi în mod democratic şi publicul nu este informat
în ceea ce priveşte deciziile lor. Raza de acţiune a statelor este din ce în ce mai
mică, din cauza existenţei unor acorduri economice internaţionale în privinţa cărora
cetăţenii n-au fost nici consultaţi, nici informaţi. Toate aceste tratate elaborate
în ultimii 5 ani (GATT, OMC, AMI, NTM, NAFTA) vizează un scop unic: transferul
puterii statelor către organizaţii non-alese, cu ajutorul unui proces numit
„globalizare”. Suspendarea proclamată şi explicită a democraţiei n-ar fi exclus să
provoace o revoluţie. Acesta este motivul pentru care s-a decis menţinerea unei
democraţii de faţadă şi o deplasare a puterii reale către alte focare de putere.
Cetăţenii continuă să voteze, dar votul lor a fost golit de conţinut. Ei votează
pentru alegerea unor responsabili care nu mai deţin practic adevărata putere. Tot
astfel, deoarece nu mai este nimic de hotărât, programele politice de „dreapta” şi
de „stânga” au ajuns să se asemene foarte mult în ţările occidentale. Pentru a
rezuma, nu putem alege felul de mâncare, dar putem alege sosul. Mâncarea pe care
suntem forţaţi s-o consumăm se numeşte „noul sclavagism”, asezonat cu sos picant –
de dreapta, sau dulce acrişor – de stânga.
Dispariţia informaţiei
De la începutul anilor ’90, informaţia a dispărut în mod progresiv din media
destinată marelui public. Ca şi alegerile, jurnalele televizate continuă să existe,
dar ele au fost golite de conţinut. Un jurnal televizat conţine maximum 3 minute de
informaţie reală. Restul este constituit din subiecte „de revistă”, reportaje
anecdotice, fapte diverse, mici bârfe şi reality-show-uri. Analizele jurnaliştilor
specializaţi ca şi emisiunile de dezbatere a informaţiilor au fost aproape în
totalitate eliminate. Informaţia se reduce acum doar la anumite segmente din presa
scrisă, citită de o minoritate. Dispariţia informaţiei este semnul clar că regimul
nostru politic şi-a schimbat natura.
Strategii şi obiective pentru controlul lumii
Responsabilii puterii economice provin aproape în totalitate din aceleaşi cercuri,
din aceleaşi medii sociale. Ei se cunosc între ei, se întâlnesc, împărtăşesc
aceleaşi idei şi interese. Deci împărtăşesc aceeaşi viziune a ceea ce ar trebui să
fie lumea viitoare ideală pentru ei. În consecinţă, este firesc să cadă de acord în
privinţa unei strategii şi să-şi sincronizeze acţiunile către obiective comune,
situaţii economice favorabile obiectivelor lor. Iată câteva elemente ale strategiei
lor:- Slăbirea statelor şi a puterii politice; destabilizare; privatizarea
serviciilor publice.- Dezangajarea totală a statelor din economie, incluzând aici
educaţia, cercetarea şi poliţia şi armata, destinate să devină sectoare exploatabile
de către întreprinderi private.- Îndatorarea statelor cu ajutorul corupţiei, al
lucrărilor publice inutile, al subvenţiilor date întreprinderilor fără justificare,
sau a dispenselor militare. Când se acumulează un munte de datorii, guvernele sunt
constrânse la privatizare şi la desfiinţarea serviciilor publice. Cu cât un guvern
este mai controlat de „stăpânii lumii”, cu atât mai mult trebuie să mărească datoria
ţării sale.- Sărăcirea angajaţilor şi menţinerea unui nivel de şomaj ridicat, prin
dislocarea şi mondializarea pieţei muncii. Aceasta măreşte presiunea economică
asupra salariaţilor, care vor fi gata să accepte orice salariu şi orice condiţii de
muncă.- Reducerea ajutoarelor sociale, pentru a creşte motivaţia şomerilor de a
accepta orice muncă și orice salariu.- Împiedicarea revendicărilor salariale în
„lumea a treia”, menţinând aici regimuri totalitare sau corupte. Dacă lucrătorii
acestor țări ar fi mai bine plătiţi, aceasta ar contraveni principiului dislocării
şi al pârghiei exercitate asupra pieţei muncii din Occident. Această cheie
strategică trebuie păstrată cu orice preţ. Faimoasa „criză asiatică” din 1998 a fost
declanşată cu acest scop.
Atributele puterii
Organizaţiile multinaţionale private se dotează în mod progresiv cu toate atributele
puterii statelor: armate, reţele de comunicaţii, sateliți, servicii de informaţii,
fişiere ale indivizilor, instituţii judiciare. Etapa următoare şi ultima pentru
aceste organizaţii ar fi să obţină puterea poliţienească şi militară care corespunde
noii puteri, creând propriile forţe armate, deoarece armatele şi poliţiile naţionale
nu sunt adaptate pentru apărarea intereselor acestor organizaţii în lume. La un
moment dat, armatelor li se va solicita să devină întreprinderi private, prestatoare
de servicii, lucrând pe bază de contract cu statul, ca şi cu orice alt client
privat, capabil să le plătească serviciile. În etapa ultimă a planului, aceste
armate particulare vor servi intereselor organizaţiilor multinaţionale şi vor ataca
statele care nu se vor plia pe regulile noii ordini economice. Deocamdată acest rol
este asumat de armata SUA, ţara cea mai bine controlată de societăţile
multinaţionale.- Armate particulare există deja în SUA. Este vorba de societăţile
DynCorp, CACI şi MPRI, prototipuri ale viitoarelor armate particulare. DynCorp a
acţionat în numeroase regiuni unde Statele Unite doreau să intervină din punct de
vedere militar, fără a purta responsabilitatea directă (America de Sud, Sudan,
Kuweit, Kosovo, Irak…). La sfârşitul anului 2002 DynCorp a fost răscumpărat de
către Computer Sciences Corporation, una dintre cele mai importante societăţi
americane de servicii de informatică. În mai 2004, DynCorp şi MPRI au fost implicate
în torturarea prizonierilor irakieni. Armatele particulare (numite „antreprenori” de
către Pentagon) reprezintă 10% din efectivele americane trimise în
Irak.- Sateliţi: Microsoft a renunţat în final la proiectul Teledesic, o reţea de

Banii sunt astăzi, în esență, virtuali. Ei au ca singură realitate un șir de 0 și 1
în calculatoarele băncilor. Majoritatea comerțului mondial se desfășoară fără bani
fizici. Doar 10% din tranzacțiile financiare zilnice corespund unor schimburi
economice în „lumea reală”. Piețele financiare constituie un sistem de creare a
banilor virtuali și a unui profit care nu se bazează pe crearea unei adevărate
bogății. Grație jocului piețelor financiare (care permite transformarea în beneficii
a oscilațiilor cursului bancar), investitorii avizați pot fi declarați mai bogați
printr-o simplă circulație a electronilor în calculatoare. Ceea ce legea interzice
falsificatorilor și ortodoxia economică interzice statelor este deci posibil și
legal pentru un număr restrâns de beneficiari. Dacă vrem să înțelegem ce este în
realitate banul și la ce servește el, e suficient să inversăm vechea zicală: Timpul
înseamnă bani → Banii înseamnă timp. Banii permit cumpărarea timpului altora.
Banii, timpul și sclavii
Din punct de vedere tehnic, banii reprezintă o unitate de calcul intermediară pentru
schimbul timpului contra bani, fără a fi posibilă compararea directă a timpului
unora cu al altora, deoarece fiecare conversie între bani și timp se face pe baza
unei estimări subiective, ce variază în funcție de raportul forței economice între
cumpărător și vânzător. În practică, acest raport de forțe este întotdeauna
defavorabil consumatorului – salariatul. Când un individ dintr-o categorie medie
cumpără un produs, el plătește timpul care a fost necesar pentru a fabrica acel
produs la un preț mai ridicat decât salariul care îi este lui plătit pentru o
fracțiune echivalentă din propriul lui timp. De pildă, dacă o mașină e produsă în 2
ore de către 20 de salariați (incluzând aici și munca comercianților și cea depusă
pentru echipamentele de producție folosite), salariul fiecărui salariat pentru
aceste 2 ore ar trebui să fie egal cu a 20-a parte din prețul mașinii, adică 500
Euro, dacă mașina a costat 10.000 Euro. Asta înseamnă un salariu orar teoretic de
250 Euro. Pentru cea mai mare parte a salariaților, suntem foarte departe de această
socoteală. Când un salariat occidental prestează 10 ore din timpul lui, el primește
numai echivalentul unei ore. Pentru un salariat din Lumea a treia, raportul scade la
1.000 contra 1. Acest sistem este versiunea modernă a sclavagismului. Beneficiarii
timpului furat salariaților sunt întreprinderile, precum și statul, atâta timp cât
banii luați prin impozite și taxe nu sunt folosiți în interesul general.
Distrugerea naturii se face intenţionat
Ea este dorită de noua putere economică. De ce? Dispariţia naturii şi creşterea
poluării vor face individul din ce în ce mai dependent de sistemul economic şi va da
naştere unor noi profituri (printr-un consum în creştere de medicamente şi prestări
medicale). Natura reprezintă un punct de referinţă în ordinea naturală a
Universului. Contemplarea frumuseţii şi perfecţiunii naturii este subversivă pentru
această nouă putere economică. O ameninţă prin aceea că individul poate respinge
urâţenia mediilor urbanizate şi pune la îndoială ordinea socială care trebuie să
rămână singura referinţă. Urbanizarea mediului permite plasarea populaţiei într-un
spaţiu controlat, supravegheat, şi în care individul este total scufundat în ordinea
socială. Contemplarea naturii predispune la visare şi intensifică viaţa interioară a
indivizilor, dezvoltându-le sensibilitatea şi liberul arbitru. Astfel, ei încetează
a mai fi fascinaţi de mărfuri, refuză programele televizate destinate să-i
abrutizeze şi să le controleze spiritele. Eliberaţi, încep să-şi imagineze o
societate fondată pe alte valori decât profitul material. Tot ce-i ce poate
determina pe indivizi să gândească şi să trăiască prin ei înşişi este potenţial
subversiv pentru această nouă putere economică. Cel mai mare pericol pentru ordinea

2000 de ani de istorie
În aceste ultime două milenii, civilizaţia a trecut prin patru epoci succesive,
marcând patru forme de putere politică:- Epoca triburilor – puterea exercitată prin
forţă (şi mai rar prin înţelepciune sau cunoaştere).- Epoca imperiilor şi a
regatelor – putere ereditară; naşterea noţiunii de stat.- Epoca statelor-naţiune –
deschisă de monarhia parlamentară din Marea Britanie în 1689, de revoluţia franceză
în 1789 şi prin fondarea SUA. Într-un stat-naţiune, puterea nu mai este ereditară,
ci exercitată de conducători considerați a reprezenta poporul şi desemnaţi prin
alegeri (stat-naţiune democratic) sau prin cooptarea în sânul unui partid unic
(stat-naţiune totalitar).- Epoca conglomeratelor economice – iniţiată în 1954, pusă
în practică în cursul anilor ‘70 şi ‘80 şi operaţională total începând cu anii ‘90.
Puterea nu mai este de tip reprezentativ sau electiv şi nici localizată geografic
(ca triburile, regatele, statele-naţiune). Ea este exercitată direct de către cei ce
controlează sistemul financiar şi producerea mărfurilor. Instrumentele acestei
puteri sunt controlul tehnologiei, al energiei, al banilor şi al informaţiei.
Această nouă putere este globală, planetară. Nu există deci nici alternative, nici
supape. Ea constituie un nou nivel de organizare a civilizaţiei, un fel de
super-organism.Rezolvarea marilor probleme ecologice, economice şi sociale par să
necesite efectiv instaurarea unei strategii sau a unei forme de putere globală.
Unificarea lumii prin economie şi declinul statelor-naţiune au fost justificate
parţial de o cauză nobilă: a face imposibil un nou război mondial care, în era
atomică, ar însemna sfârşitul civilizaţiei. Dar chestiunea este de a şti în
serviciul căror obiective şi a căror interese se pune această nouă putere, prin cine
trebuie ea să fie exercitată şi prin ce contra-puteri trebuie să fie echilibrată şi
controlată.Mondializarea (sau globalizarea) nu este negativă prin ea însăşi.
