Lecția sârbească de protejare a pământului
Serbia a adoptat în această săptămână o lege de importanță vitală pentru această țară privind terenurile agricole, ceea ce ar trebui să le dea mult de gândit politicienilor români. Parlamentul Serbiei a adoptat luni o serie de restricții pentru cetățenii din Uniunea Europeană care vor să achiziționeze terenuri agricole în Serbia, cu câteva zile înainte de data limită la care Belgradul trebuia să implementeze un acord convenit anterior care privea liberalizarea pieței terenurilor agricole.
Astfel, cu 131 de voturi pentru și 13 contra, parlamentarii sârbi au adoptat un proiect de lege care cere fiecărui cetățean din UE să trăiască în Serbia cel puțin 10 ani înainte de a putea cumpăra teren agricol, iar suprafețele ce pot fi cumpărate au fost limitate la două hectare. Alte condiții impuse de Parlamentul de la Belgrad cetățenilor UE este ca aceștia să lucreze terenurile agricole în chirie timp de trei ani înainte de a le putea cumpăra iar vânzătorul trebuie să ofere în primul rând statului terenul pe care vrea să îl vândă.
Potrivit acestei legi, alte categorii de cetățeni străini nu pot cumpăra terenuri agricole în Serbia, însă companiile străine pot cumpăra sau închiria terenuri via filiale din Serbia. De asemenea, terenurile din apropiere de facilitățile militare sau din parcurile naționale nu pot fi vândute în nicio condiție. Guvernul de la Belgrad susține că vrea să îi protejeze pe fermierii sârbi și să evite situația în care străinii preiau resursele naturale. “Fără aceste restricții, am fi singura țară care liberalizează achiziționarea de terenuri arabile înainte de a deveni stat membru”, a apreciat ministrul sârb al Agriculturii, Minister Nedimovic, cu ocazia prezentării în Parlament a proiectului de act normativ. Potrivit lui Nedimovic, este în interesul național ca terenurile agricole să fie deținute de cetățenii sârbi, citând măsurile similare adoptate de alte state care sunt deja membre UE sau vor să se alăture blocului comunitar. La noi, situația a fost și este total diferită de cea din Serbia.
Un studiu comandat anul trecut de parlamentarii europeni arată că străinii au ajuns să controleze până la 40% din terenul arabil al României. Printre marii proprietari sunt cetăţeni libanezi, conţi austrieci, bănci şi companii de asigurări. Efectele sunt negative atât asupra forţei de muncă, cât şi asupra mediului înconjurător, spune studiul. Astfel, peste un milion de hectare de teren arabil se află în proprietatea străinilor, din care 23,4% aparţine italienilor, 15,5% – nemţilor, 10% – arabilor, 8,2% – ungurilor, 6,2 % – spaniolilor, 6,1% – austriecilor şi 4,5% – danezilor. Ca atare, sârbii au vrut și au făcut, pe când la noi…las că merge și așa că doar nu pleacă cu pâmântul acasă!
