Multe unităţi medicale ignoră, în continuare, norme elementare de igienă menite să protejeze pacienţii de contractarea unor infecţii nosocomiale, iar noile reguli impuse de Ministerul Sănătăţii privind curăţenia în spitale şi policlinici fie nu sunt aplicate, fie nu pot fi aplicate.
O anchetă realizată de agenţia de ştiri MEDIAFAX în spitalele Foişor, Marius Nasta, Universitar, Colentina şi Policlinica Vitan ilustrează starea avansată de degradare a clădirilor unora dintre cele mai importante unităţi medicale din România.
Cu toate că Ministerul Sănătăţii a impus norme foarte clare de igienă pentru a evita prezenţa infecţiilor nosocomiale, foarte puţine dintre noile reguli pot fi îndeplinite de unităţile sanitare.
Cu o istorie de aproape un secol, Institutul de Pneumoftiziologie ,,Marius Nasta” din Bucureşti este una dintre cele mai vechi unităţi medicale din România. La fel de vechi sunt, însă, şi cele mai multe clădiri din curtea institutului. Unele dintre acestea au fost renovate, dar nici până acum nu a fost construită o clădire nouă, care să respecte standardele internaţionale de siguranţă şi igienă. Iar în unele zone nici măcar normele elementare de igienă nu sunt respectate.
Grupul sanitar de la parterul clădirii principale, pe care îl folosesc atât pacienţii internaţi cu diverse boli de plămâni, cât şi persoanele care vin la un simplu consult, ori medicii, are un aspect dezolant. Uşa de lemn are balamalele ruginite, iar vopseaua se decojeşte de la un capăt la altul al tocului. Faianţa este căzută pe aproape jumătate din latura unuia dintre pereţi, caloriferul de lângă intrarea în grupul sanitar este şi murdar şi ruginit. Robinetul de la chiuvetă este corodat, iar apa rece abia curge. Suportul pentru prosoapele de hârtie este rupt, la fel şi unul dintre capacele unui vas de toaletă, care a fost aruncat pe un dulap metalic aflat în spatele uşii. La geam, plasele de păianjen au capturat zeci de frunze uscate şi mucuri de ţigară, căzute peste un strat gros de praf, necurăţat de luni de zile probabil. Pervazul şi faianţa de sub geam sunt pline de mizerie, iar straturile de vopsea date în anii trecuţi se curăţă acum puţin câte puţin. Instalaţia de apă este, de asemenea, ruginită şi nici vorbă de un suport pentru hârtia igienică.
Chiar managerul Institutului, doctorul Gilda Popescu, recunoaşte că un astfel de grup sanitar nu respectă normele de igienă elementare, cu atât mai puţin pe cele impuse de Ministerul Sănătăţii pentru a combate infecţiile nosocomiale. Aceasta spune că are la dispoziţie încă din primăvară 450.000 de euro pe care ar urma să îi folosească pentru a renova întreaga clădire, inclusiv toaletele, de aceea nu s-au făcut investiţii în repararea sau înlocuirea instalaţiilor sanitare corodate. Dar, din cauza birocraţiei nu a reuşit să investească nici măcar un cent.
,, Este total necorespunzător! Dar haideţi să vă spun de ce nu s-a făcut deocamdată nimic. Eu nu ştiu de unde să apară aşa ceva pentru că, dacă nu zilnic, la două-trei zile străbat tot institutul ăsta şi verific. Această zonă intră în reparaţia pe care noi am reuşit să o facem cu proiectele norvegiene. Dintr-o economie pe care am făcut-o în cadrul proiectului avem 450.000 de euro. Pe data de 7 septembrie s-a deschis licitaţia şi a fost o singură ofertă. S-a trimis la ANRMAP ca să ne dea avizul, să putem da drumul lucrărilor şi am trimis şi la Primăria Sector 5 să îmi elibereze certificatul de urbanism. Banii sunt din primăvară la noi, dar toată procedura, pentru că a trebuit făcut un proiect, licitaţie, toate sunt mâncătoare de timp”, a explicat managerul Institutului.
De mai bine de 10 ani, spune Gilda Popescu, se încearcă ridicarea unei clădiri noi, dar proiectul a fost abandonat până în toamna anului trecut, când s-au reluat lucrările. Acestea ar putea fi încheiate până la finele anului 2016, iar din 2017 tratare a bolnavilor de tuberculoză să se facă în noua unitate. Lipsesc, însă, o serie de avize de la autorităţile locale şi de la pompieri, fără de care unitatea nu va putea fi inaugurată, spune managerul, iar obţinerea acestora ar putea întârzia deschiderea noului pavilion. De aceea, Gilda Popescu e de părere că legislativul sau Ministerul Sănătăţii ar trebui să găsească o modalitate prin care birocraţia pentru astfel de investiţii să fie mult diminuată.
,,Vin ploile şi o să înceapă să plouă în saloane. Banii îi am, sunt în contul institutului, dar fără aceste avize eu nu pot începe (renovarea -n.r.). Poate măcar pentru unităţile sanitare ar trebui să avem nişte facilităţi, în momentul în care prind nişte bani şi finanţatorul îmi şi semnează ca eu să pot să desfăşor acea activitate, poate ar trebui să fim ajutaţi pentru că nu îl iau la mine acasă”, a declarat managerul Institutului.
Policlinica Vitan
Inaugurată la mijlocul anilor ’60, Policlinica Vitan era una dintre cele mai moderne clinici din Europa, construită pentru a trata ambulatoriu aproape toate categoriile de bolnavi. Holurile curate, pline de plante şi saloanele dotate cu aparatură modernă ilustrau o stare de prosperitate a Capitalei.
Timp de o jumătate de secol, însă, pare că nimeni nu s-a mai ocupat de întreţinerea clădirii. Sunt cabinete de consultaţii la toate etajele, dar foarte puţine au fost recondiţionate. Iar una dintre toaletele acestei policlinici are un aspect înfiorător. Peretele din jurul uşii de lemn este crăpat, semn că ori vântul, ori cei care au folosit grupul sanitar au trântit-o până au dărâmat zidul.
Micul calorifer de fontă este corodat, la fel şi robinetul de la chiuvetă. Vopseaua de pe geamurile de lemn, care de mult nu au mai fost şterse, este pe jumătate exfoliată. Şi tencuiala de pe pereţi se exfoliază, dar cea mai înspăimântătoare imagine este a unuia dintre stâlpii de rezistenţă ai clădirii. Un sfert din el este prăbuşit, iar parte din armătura ruginită atârnă în exterior. Aşadar, nu numai că acest grup sanitar nu respectă normele de igienă impuse de Ministerul Sănătăţii, dar chiar securitatea imobilului este îndoielnică.
Reprezentanţii unităţii sanitare nu au putut fi contactaţi, până la momentul transmiterii ştirii, pentru un punct de vedere.
Ambulatoriul Spitalului Foişor
Unitatea medicală a fost modernizată cu fonduri europene, dar nu şi ambulatoriul spitalului, care funcţionează într-un imobil vechi, aflat într-o stare avansată de degradare. La parterul clădirii, în capătul unui hol întunecat, se află un grup sanitar comun, pentru bărbaţi, femei, pacienţi sau medici. O uşă de lemn, veche probabil de când a fost construită clădirea, o clanţă metalică ruginită pe alocuri, iar zăvorul care blochează uşa pe dinăuntru acoperit în totalitate de coroziune, la fel ca tija metalică ce înlocuieşte lanţul bazinului de apă al WC-ului. Practic, oricine intră în această toaletă va pune mâna pe aceste suprafeţe pline de microbii şi pot foarte uşor lua sau răspândi o bacterie.
Agenţia de presă MEDIAFAX a încercat în repetate rânduri să discute cu managerul spitalului sau cu reprezentanţi ai unităţii medicale, pentru ca aceştia să explice de ce această toaletă se află într-o asemenea stare de degradare şi de ce nu se aplică măsurile de igienă impuse de Ministerul Sănătăţii şi acestui grup sanitar. Până la momentul transmiterii ştirii, nu am primit niciun răspuns la solicitările adresate.
Ambulatoriul Spitalului ,,Colentina”

O anchetă realizată de agenţia de ştiri MEDIAFAX în spitalele Foişor, Marius Nasta, Universitar, Colentina şi Policlinica Vitan ilustrează starea avansată de degradare a clădirilor unora dintre cele mai importante unităţi medicale din România.
Cu toate că Ministerul Sănătăţii a impus norme foarte clare de igienă pentru a evita prezenţa infecţiilor nosocomiale, foarte puţine dintre noile reguli pot fi îndeplinite de unităţile sanitare.
Filmările cu camera ascunsă realizate în unităţile medicale din Capitală şi imaginile primite de la pacienţi arată că investiţiile autorităţilor şi ale conducerii spitalelor au ocolit grupurile sanitare. Toaletele, pe care de multe ori le folosesc şi medicii şi pacienţii şi vizitatorii, sunt neigienizate, cu bazine şi chiuvete ruginite, pereţi găuriţi şi obiecte sanitare lipsă.
Institutul de Pneumofiziologie ,,Marius Nasta”

Ambulatoriul Spitalului ,,Colentina”
Cu toate că în ultimii 10 ani conducerea spitalului ,,Colentina” din Bucureşti a reuşit să transforme o parte din vechile pavilioane în unităţi medicale moderne, lipsa banilor sau birocraţia au blocat o serie de investiţii esenţiale. Toaleta de la etajul 1 al Ambulatoriului spitalului are geamuri termopane, dar cei care le-au montat nu au mai făcut şi finisajele, astfel că spuma poliuretanică se amestecă cu praful şi zidăria. Caloriferul, la fel ca în cazul exemplelor anterioare, este ruginit şi plin de mizerie, iar vasul de apă de deasupra WC-ului a căzut pradă coroziunii. Iar, cu umor, deşi lipseşte orice normă elementară de igienă, cineva a lipit pe bazinul toaletei următorul mesaj: ,,Trageţi apa că vin americanii şi râd de noi”.
Managerul Spitalului ,,Colentina”, doctorul Bogdan Andreescu, spune că aceasta este singura toaletă rămasă nemodernizată din cele aproximativ 200 pe care le are spitalul. Mai mult, managerul explică şi piedicile legislative care aublocat renovarea cu fonduri europene a Ambulatoriului. ,,În Ambulatoriul ăsta s-a pus problema să accesăm şi noi fonduri europene, care erau în anii trecuţi la dispoziţie pentru ambulatorii. Nu am putut să intrăm în acea competiţie pentru că avem mai multe tipuri de proprietate în acest ambulatoriu. Unele sunt date, nişte cabinete de stomatologie sunt date pe 45 de ani prin comodat, în concesiune, direct de la Primărie. Altele sunt sub altă formă. Şi atunci tu ai un mozaic de forme de prorprietate, ceea ce nu e compatibil cu această formă de finanţare”, a explicat acesta.
Tot la spitalul ,,Colentina”, la secţia de chirurgie, un pacient a filmat una dintre băile în care ar trebui să se spele în perioada în care este internat. În imagini se vede cum duşul nu mai are decât furtunul, para din capătul acestuia dispărând. Tot în această baie este o ladă de lemn în care se află aruncate sau depozitate un capac de toaletă şi mai multe sticle de plastic. De asemenea, a filmat clădirea dărăpănată în care îşi desfăşoară activitatea, culmea, secţia de Medicina Muncii.
,, Eu am făcut nişte secţii absolut noi în spital, cum ar fi Oncologia, Hematologia, Neurochirugia şi Terapie Intensivă de categoria întâi. Ceea ce îmi arătaţi dumneavoastră este într-adevăr programat pentru demolare, avem expertiză făcută, tot, tot, tot şi va fi demolat. Vor trebui făcute clădiri noi. Am făcut, am ajuns inclusiv în stadiul de a finanţa nişte studii de fezabilitate, dar ne-am oprit pentru că la Primărie este o echipă nouă. Momentan, managerul nu are nicio posibilitate. El este la cârma unei corăbii unde nu prea are, practic, nicio pârghie”, a precizat Andreescu.
Acesta spune că de trei ani a depus la Primăria Capitalei şi la Administraţia Spitalelor din Bucureşti un proiect pentru a construi un nou spital, modern, care să respecte toate cerinţele din România sau din Europa în materie de igienă, dar nici până acum nu a primit răspuns.
Spitalul ,,Universitar” din Bucureşti
Cu toate că vorbim de una dintre unităţile medicale de top ale României, imaginile surprinse de un pacient internat la spitalul Universitar din Capitală demonstrează că lupta cu infecţiile nosocomiale nu a ajuns până la toaleta pe care o folosesc zilnic pacienţii. Pereţi găuriţi şi vandalizaţi, robinet corodat şi zidărie îmbibată cu apă.
Nici managerul spitalului şi nici purtătorul de cuvânt al unităţii medicale un au răspuns la telefon în momentul în care au fost contactaţi de către agenţia de presă MEDIAFAX, în repetate rânduri, pentru a explica modul în care sunt puse în aplicare noile directive ale Ministerului Sănătăţii.
Cum tratează Ministerul Sănătăţii problema infecţiilor intraspitaliceşti
Întrebat de situaţia de la Spitalul Universitar, ministrul Vlad Voiculescu a declarat: “Să angajăm o gospodină de la mine din sat la Universitar, iar toalelele nu vor arăta aşa. Probabil că nimeni din conducererea spitalului nu a trecut pe acolo de ceva vreme. Are legătură cu feedback-ul (n.r. răspunsurile) pe care îl primim de la pacienţi. În măsura în care aceste fotografii ajung la opinia publică şi în măsura în care devin prioritate pentru manager, lucrurile se vor schimba”.
Referitor la celelalte unităţi medicale ale căror grupuri sanitare sunt într-o stare avansată de degradare, Ministerul Sănătăţii spune că e responsabilitatea conducerii acestor spitale sau policlinici să facă reparaţiile necesare, să renoveze şi să asigure igiena.
,,Ţine exclusiv de modul în care spitalul se ocupă de igienă şi de condiţiile în care e acordată asistenţa medicală. Toate acestea sunt asumate unei strategii pe care Ministerul Sănătăţii o are pe combaterea infecţiilor nosocomiale, iar partea asta cu curăţenia şi dezinfecţia sunt doar o mică parte în ce priveşte această strategie. Desigur, pot să fie şi probleme de bani, e clar că este nevie de investiţii, dar nu poţi face investiţii în toate spitalele în acelaşi timp. Există un memorandum adoptat la nivel de Guvern a unui program de modernizare a infrastructurii spitaliceşti, e o fază pilot în care vor intra spitalele Marie Curie şi Institutul de Boli Cardiovasculare C.C. Iliescu”, a declarat purtătorul de cuvânt al Ministerului Sănătăţii, Valentin Popescu.
